Whitgift Centre Croydon Shopping Mall Closure | Reasons Behind the Decision and Next Steps

The Whitgift Centre is being phased into a long term regeneration plan, not an overnight shutdown. The main reasons are high vacancy, weaker retail demand, and the move toward a mixed use town centre with homes, public spaces, and new shops.

Why the Whitgift Centre Is Changing

The Whitgift Centre has been part of Croydon for decades, but official reviews show that the area has been under pressure for a long time. Croydon Council’s retail study found that the town centre vacancy rate reached 30.8 percent in 2023, which was well above the national average of 13.8 percent. The same study said there were notable clusters of empty units in the Whitgift Centre and Centrale shopping centres.

A separate council backed retail report said Croydon had faced decline over the past 30 years, with lower demand for office space, limited investment in the public realm, and a shift away from the old model of large retail centres. That report also said the Whitgift Centre was affected by competition from newer retail destinations and that the North End area was built in a way that left it dominated by retail uses and difficult east to west routes.

That background matters because the Whitgift Centre was designed for a very different retail era. Croydon Council’s own material says the site opened in stages between 1965 and 1970 and was once one of the largest shopping centres in Europe. The current regeneration plan exists because the old model no longer fits how people shop, work, travel, and spend time in town centres now.

The wider retail decline seen in Croydon is similar to other UK towns, including cases like the Pavers Store Closure Plymouth, where changing shopping habits and reduced footfall have impacted long standing retail locations.

What Is Driving the Decision

The closure story is really a redevelopment story. Croydon Council says the Masterplan Framework for Whitgift and Centrale was endorsed by the council and sets out the principles to redevelop the North End Quarter into a vibrant mixed use centre with homes, shops, cultural venues, and public spaces. URW says the Croydon Project is the mixed use regeneration of the town centre, led by URW with the council, the John Whitgift Foundation, and other local land owners.

The official project pages also say the change is being handled as an incremental transformation rather than a single big shutdown. The Croydon Project says it will transform Centrale, Allders, Whitgift Centre, and nearby North End buildings in phases. That phased approach is meant to keep the area working while the long term plan is prepared and delivered.

Community feedback has also shaped the decision. The spring 2026 consultation report says residents and visitors asked for better connections, more food and café options, improved safety, and cleaner public spaces. It also says 85 percent of respondents supported the masterplan vision, while 344 surveys were completed and 262 people attended in person during the earlier consultation stages.

Retail and leisure closures are not limited to shopping centres, as seen in cases like the Adam Simmonds Voyage Restaurant Closure, which reflects broader challenges in the hospitality and dining sector.

What the New Plan Includes

The current masterplan is much broader than a standard shopping centre refresh. The spring 2026 consultation says the project aims to deliver around 2,500 to 3,000 new homes in the town centre, a major public square on the Whitgift site, a refreshed and modernised Centrale shopping centre, the revival of the historic Allders building, and a wider mix of shops, cafés, restaurants, leisure, and cultural venues. It also promises better routes and stronger connectivity through the town centre.

The same plan says the new town centre should stay active through the day and evening, rather than depending only on daytime retail. The Croydon Project says its aim is a modern mixed use centre with new homes, generous public spaces, and a richer retail and leisure offer that feels safer and more alive across the full day. That is the clearest reason the Whitgift Centre is being changed. The site is being reworked to support a wider urban role, not just a shopping role.

What Happens Next

The next stage is detailed design and planning. Croydon Council says URW has already had its masterplan framework endorsed and will now progress more detailed design and masterplanning work before submitting a planning application. The Croydon Project page says the masterplan sets 10 principles to guide long term development over the next 10 to 15 years. It also says the project will move ahead in an incremental phased programme of retrofit and new build work.

The most recent public consultation gives a clear sign of where the process stands now. The spring 2026 consultation ran from 12 March to 23 April 2026, and the project team says it spoke to around 300 people in person, received 470 feedback surveys, and is now reviewing the responses to shape the next stage of the designs. That means the masterplan is still being refined before the formal planning stage moves forward.

There is also visible progress already on nearby parts of the scheme. Croydon Council says a planning application for improvements to Centrale was received in February 2026, and that Centrale will remain open throughout the first phase of the improvement programme. The council also says the first phase includes new glass frontages, better lighting, and cleaner entrances, while the broader masterplan keeps Allders, Whitgift, and Centrale linked together in one regeneration plan.

Current Status of the Whitgift Centre

The current status is phased change, not a sudden disappearance of the whole site. Official project material says the Whitgift Centre, Centrale, Allders, and nearby North End buildings are being handled as one connected regeneration area, with consultation, design work, and planning applications coming in stages. Croydon Council and URW both say the goal is to build a better connected town centre with homes, public space, stronger retail, and a wider mix of uses.

For readers looking for the short explanation, the reason behind the Whitgift Centre closure is that the old retail model no longer fits Croydon’s current needs. The next step is a phased redevelopment process that will bring in homes, public spaces, and a newer retail mix while keeping parts of the wider centre active during the transition.
